Have you heard about the  BSA 100th Anniversary Celebration National Logo Contest?   The winning design will inspire the national symbol for this important BSA milestone. ALL registered Scouts are eligible to enter and every Scout who participates will receive a patch and certificate in recognition of his or her effort. The overall winner will receive an all-expense paid trip to San Francisco to work with renowned graphic artist and Eagle Scout  Kit Hinrichs  as he finalizes the logo design.

New First Class Requirement
Beginning January 1, 2006, an additional requirement will be added to the requirements for First Class rank in Boy Scouting. Scouts beginning their First Class requirement work after this date must complete the new requirement. Scouts working on First Class requirements prior to this date will have until June 3, 2006 to complete First Class rank without completing the new requirement.

The new requirement tests the candidate’s persuasive communications skills and can help make Scouting available to more boys. It reads as follows:

"Tell someone who is eligible to joint Boy Scouts, or an inactive Boy Scout about your troop’s activities. Invite him to a troop outing, activity, service project, or meeting. Tell him how to join, or encourage the inactive Boy Scout to become active."

The Boy Scout Handbook and 2006 Requirements book will be updated with this new detail.

All Scoutmasters were sent a DVD containing tools that young Scouts can use to assist them in completing this requirement, including a video that rains them how to speak to their friends about joining, and a video of Scout activity images they can share with someone interested in joining. Also, Scouts can find support for the completion of this requirement on the Boy Scout membership Web site, www.thescoutzone.org.


Historic Wilmington Walking Tour
The Historic Wilmington Foundation is a non-profit organization that focuses its efforts towards preserving the architectural heritage of New Hanover County. Since its formation in 1966, the Historic Wilmington Foundation has successfully saved over 50 historic properties from demolition. Our mission is to continue promoting historic preservation in the community through educational programs, exhibits, community involvement and revolving fund activities. Tour Brochure

BSA Response to Solicitations
Scouters and others have been receiving letters from various nonprofit organizations claiming to support the Boy Scouts of America and seeking contributions. Some of these groups refer to Scouting in their name: "Save Our Scouts" or "Scouting Legal Defense Fund," and some do not. all of them claim to be supporting Scouting's legal activities in some fashion, but none of them are authorized by BSA to be seeking funds. Most important, no contributions to these groups go directly to Scouting. The boy Scouts of America does not solicit funds in this manner and you may be assured that no names or addresses are ever sold or given to anyone outside the organization. These groups generally use mailing lists purchased from commercial organizations that compile such lists from magazine subscriptions and other sources. We regret the confusion and misdirection of contributions that these solicitations cause, and we are also taking appropriate legal measures to deal with these parties. Under our federal Constitution, these groups have the right to solicit funds and to express their support, but they do not have any right to mislead or confuse people. Some of these organizations have provided support to the BSA through "friend of the court" briefs or published articles, but we would prefer that they did not seek to profit by these activities through soliciting funds in the name of Scouting. Their activities have resulted in confusion and frustration for many of the recipients of these solicitations. Anyone who wishes to support the Boy Scouts of America should make their contributions directly to the Cape Fear Council at PO Box 7156, Wilmington, NC 28406. Boy Scout Age Clarification:
At the February National Executive Board Meeting, the board amended the rules and regulations to clarify that no boy may join Boy Scouting until he reaches the age of 10. This does not lower the age requirements. The requirement previously said a boy must have completed the fifth grade or be age 11 or have earned the Arrow of Light Award to be a Boy Scout. The new requirement says he must have completed the fifth grade and be at least 10 years old or be age 11 or have earned the Arrow of Light Award and be at least 10 years old. This clarification will become effective May 15, 2004.
